ARRA:
We would like to draw your attention to the Albany Residents and Ratepayers Association, which LKBHPA support.
This association represents and assists any and all ratepayers and residents of Albany, and all participating Progress Associations, with their concerns and interactions with the City of Albany. ARRA meet bi-monthly, and invite you to join the association and/or come along to their meetings, which are usually held 2nd Tuesday of every 2nd month, 7pm at Lotteries House, North Road. LKBHPA has been pursuing the following issues, which members or the City of Albany have brought to our attention:
- Dogs - Changes to dog excersize areas have been made to specific parks. The City of Albany has opened the Esplanade foreshore to dog excersize space.
- .Cats - both feral and domestic cats are increasingly recognised as a major problem to our wildlife. Currently, local Rangers have no powers to intervene, and cats - unlike dogs - do not have to be restrained to the owners property. Meanwhile, our wildlife is being decimated. The current WA State 'Cat Laws' are a joke. LKBHPA is lobbying for change, through our local State MP, Peter Watson.
- Albany Recreational Boating Facilities Strategic Plan 2016 - City of Albany has completed expansion and works, including the Elizabeth Street jetty. The new pontoon for boat tethering and 2 new boat launching ramps is open for public use. The wooden jetty is also renovated, with no gates preventing access or use.

- Department of Education - information on the proposed site and plan for the new Oyster Harbour Primary School - ongoing.
- The provision of adequate and suitable Children’s play areas in Oyster Harbour development - ongoing
- Construction of a footpath on Allwood Parade - ongoing.
- The need for an alternative access road into Bayonet Head - particularly in case of emergency e.g. fire It remains unclear whether an access road is to be built between Oyster Harbour and Bayonet Head, as this would have to cut through the Conservation belt. Sibald Road is now proposed as an extension, to connect with Lower King Road. Ongoing.
- Re-assessment of the speed limits and signage on roads to the north of Lower King Bridge - Shell Bay Road, Bushby Road, Bonaccord Road and Prideaux Road - ongoing.
- Lower Kalgan Bridge to Lower King bridge footpath - ongoing
WATCHING...
- City of Albany re. need for a 60km sign to be installed on Mercer Road, at the approach to Lower King Road. Replies received to date indicate that this is considered unnecessary.
- National Lifestyle Village and surrounding residents dispute on bushfire-prone areas, firebreaks and fences.
- NLV development re. machinery noise outside regulation hours - a disturbance to residents at NLV.
- Extension to local bus service. Considered to be inadequate (days and times) and so not used. Now under review.
- Prideaux Road bus-stop - maintenance - ongoing.
- Maintenance needed on Francis Street - to commence 2019/20 financial year, unless it seriously deteriorates prior.
- Complete path from Kalgan Heights to the Lower King Bridge. January 2016 - now in pre-planning.
ONGOING MATTERS of CONCERN:
- Middleton Beach development. See Council planning agenda.
- Foreshore plan apparently includes building two hotels, one each side of the Entertainment Centre - each with a height limit of 6 stories, and including a nightclub and some commercial space.
- Completing a safe path to Great Southern Grammar for students to walk and cycle to school - first stage now completed.
RECENT RESOLVED ISSUES AND ACTIVITIES:
- Council - upgrading Elizabeth Street - resolved: commenced January 2017 - resolved June 2017.
- Flynn Way access - resolved: the access from Lower King Road into Flynn Way was closed September 2016.
- Flinders Park P & C Association: LKBHPA donation to purchase a multi-timer stop-watch for school sporting events.
- Bayonet Head Shopping Centre development - resolved. Chemist moved in July 2016, but other tenants slow to follow.
- Removal of LKBHPA sign board by Council - only temporary signs are now allowed, so these have been purchased.
- Removal of red car wreck adjacent to Lower King Road - moved onto private land June 2016
- Poor condition of vessel moored near the Elizabeth Street boat ramp - appears abandoned? - removed July 2016
- Motocross track, Baker's junction - resolved: site discarded by Council
- Sheringa Park playground area - Council has now classed this as a reserve
- Zig-zag footpathway, Yakamia Brige - maintenance - January 2016 - completed
- Council has installed bollards at the Lower King Boat Ramp Park - completed
- Bus pull-in bay installed next to McGonnell Park on Bayonet Head Road - completed
- Council Open Forum, at the September 2015 meeting.
- Proposed sand and gravel pit on Bonacord Road - application withdrawn - see March and May 2015 newsletters.
- Lower King Community kindergarten - $2000 grant from LKBHPA used for improvements to building and grounds.
